For residents in Higher Folds, resilience begins with care for one another. People take pride in their community and stay connected, even when times are tough.

Flooding, extreme heat and high living costs have tested residents in recent years, exposing how fragile services can be but also revealing the community’s sources of resilience: a deep sense of solidarity, strong social ties and shared determination that gives people hope and strength.

Residents are aware of the climate risks they face and are taking steps to make their neighbourhood safer and better prepared for the future. Early warning systems work well, helping neighbours stay safe and informed. Actions led by and for the community, built on their social capital and other sources of resilience, are protecting wellbeing and strengthening the foundations of a safer future.

With theResilience 4 Communities program, residents came together with the city to codesign and shape solutions that meet their needs. Supported by community-base organizations and the private sector, these initiatives are strengthening the community. See what’s happening

Green spaces across Higher Folds are being improved with residents’ ideas and care, turning local parks and paths into places that bring people together and help manage flood risk.

Through training and community volunteering, residents are learning how to look after green and blue areas, planting trees, and keeping the estate cooler and safer during heavy rain and heat.

A Green Doctor service is supporting residents with practical advice to save energy, manage bills and stay comfortable throughout the year.

Resilient Cities Network
R-Cities guides the implementation of R4C in Edgeley, connecting community champions and local partners to understand challenges and shape context-specific solutions.
Wigan Council
Wigan Council is working with program partners to strengthen local skills and awareness. It supports community-led training and helps open pathways that increase the estate’s long-term autonomy.
Greater Manchester Combined Authority (GMCA)
Greater Manchester Combined Authority helped select Higher Folds as one of the R4C pilot communities and provides ongoing guidance and support throughout implementation.
Z Zurich Foundation
The Z Zurich Foundation is providing financial support for the pilot projects in Higher Folds and contributed to the development of the Climate Resilience Measurement for Communities (CRMC) tool used to identify priority actions.
HF Works
HF Works, led by community members, are implementing resilience solutions within the estate. They bring local expertise, coordinate trainings and create new opportunities for residents.
Groundworks Chesire, Lancashire and Merseyside
Groundwork CLM administers the R4C funds and supports the design and implementation of green and blue infrastructure projects. The team also brings technical expertise through the Green Doctor program.
Turnpike Gallery
Turnpike Gallery leads the Arts Council–funded Make Believe program, using arts and creativity to celebrate the resilience and community spirit of Higher Folds.
Zurich UK
Zurich UK is an essential partner in R4C, providing volunteers for community projects and supporting the overall delivery of the program.
Environment Agency
The Environment Agency works with residents and partners to improve flood resilience through local brook maintenance, SuDS advice and increased flood awareness.
