Deyang’s Resilience Journey

Deyang is an old industrial city seated on the bank of the upper waters of the Yangtze River in Sichuan Province, in western inland China. The city is faced with a series of resilience challenges including environmental pollution, inadequate supply of infrastructure, resource depletion, and industrial transformation. Deyang is also in a seismically active region: in 2008, an earthquake caused significant loss of life and property.

Deyang released its Resilience Strategy in 2019, with a vision of “building a wonderful, charming, safe, and open city.” The city plans to address its resilience challenges through a focus on four priority areas:

  • Rural revitalization
  • Industrial transformation and upgrading in phosphorus-related areas
  • Water environmental control
  • The construction of an Earthquake Prevention and Disaster Reduction System
