Catalyzing City Resilience Solutions

Catalyzing City Resilience Solutions aims to help cities’ local economy recovers from Covid-19 by empowering and strengthening the critical SMEs sector to continue creating solutions that will allow cities to build urban resilience.

Cities face an urban economic crisis as the need to curb the pandemic spread through lockdowns and other safety restrictions created pressure on jobs and local economies. Small and medium-sized enterprises (SMEs) are essential drivers of economic and social well-being in cities. Amid the current pandemic, SMEs are more vulnerable and disproportionately affected.  In 2020, International Trade Centre surveyed SMEs in 132 countries. Compared to larger firms, more micro and small firms reported that the crisis strongly affected their business operations (around two-third), and one-fifth indicated the risk of shutting down permanently within three months.

A survey of R-Cities Chief Resilience Officers in 2020 confirmed that city leadership is focusing on social equity and local economy enhancement as their top priorities as they start to think beyond the pandemic. Against the backdrop of an overlapping climate crisis, strengthening SMEs in the cities beyond surviving the situation is critical for the local economy. Supporting SMEs for cities resilient recovery must also address the opportunity to emerge more inclusively and sustainably.

Program Objective

R-Cities is partnering with Citi Foundation to support a cohort of cities in the Asia Pacific through the “Catalyzing City Resilience Solutions” program. This program aims to help cities’ local economy recovers from Covid-19 by empowering and strengthening the critical SMEs sector to continue creating solutions that will allow cities to build urban resilience.

Program Approach

Catalyzing City Resilience Solutions program has four areas of action:

  • Build a peer network between cities that works on the intersection of strengthening SMEs sector and innovating on addressing resilience challenges
  • Support city to assess critical SMEs sector and the local economic impact caused by pandemic
  • Facilitate co-creation process between cities and the selected SMEs sector to source, design and test solutions that strengthen SMEs business continuity and address longer-term resilience challenges
  • Jointly test the selected solution via a mini-pilot

Up to eight cities in APAC will be selected for the program and the program experience in each city will be documented as case studies for dissemination through R-Cities’ global network of cities.
