Urban Resilience Program

Overview
The Temasek Foundation Urban Resilience Program (TFURP), a joint collaboration between Temasek Foundation, Centre for Livable Cities, and Resilient Cities Network, is a project accelerator targeted at city leaders and practitioners.
The selected group of up to 8 cities from ASEAN and South Asia will have the chance to join a capacity-building program, work on an expert-mentored actual project and discuss their project with private sector and institutional players.
After the capacity building program, a cohort of 3 cities will be selected to continue a more comprehensive engagement program. All 3 cities will be offered in-city thematic workshops to advance their project proposals and will then get an opportunity to present these project proposals to investors at the World Cities Summit 2022 in Singapore.
The Challenge
There is a critical need to strengthen resilience in cities in the Asia-Pacific region as climate change challenges like rising sea level and extreme weather events become more pressing. The key underlying principle to build up resilience is the capacity of cities to conduct and implement strategic and long-term planning. However, many of these cities lack the capabilities to prepare funding proposals to potential financiers or investors to accelerate the development of resilience projects.
Program Objective
The objectives of this program are to develop in-city capacities to identify livability and resilience challenges and opportunities; apply high-density, high livability guiding principles to build resilience in urban development and management based on Singapore’s experience; and to formulate bankable project proposals linked to climate change and resilience.
Program Approach
The program will offer opportunities for city practitioners to strategize for, and connect with leading experts in, resilience building through urban development. The three main components of the program are:
Phase 1
1. City Selection
7 cities selected. Each city will have a team of 4 participants comprising preferably of one City Leader, one Technocrat, one Chief Resilience Officer and one Project Owner.
2. Capacity Building
A online capacity building program consisting of:
- Lectures / dialogues on resilience frameworks.
- Project design session including peer-to-peer learning sessions and consultations with senior practitioners from Singapore agencies.
- Pitching and networking sessions with external partners and funders.
Phase 2
3. Project Development Support
- 3 projects shortlisted for project development support.
- A 3-days project tool deployment with government experts from Singapore.
4. Pitch Session at the World Cities Summit
Three selected projects invited to the WCS 2022 in Singapore to present in a pitch session organized with investors / multilateral organizations.
