Every two years, we reach out to Chief Resilience Officers across the Network to help us understand the challenges they are facing and refine our support to cities. The results of this edition underscore the urgency to accelerate holistic climate-resilient actions and investments that reshape cities for everyone—regardless of gender, abilities, or socio-economic status—ensuring a safer, healthier, and more resilient future for all.
As extreme weather events rise in intensity and frequency, it is no surprise that 69% of member cities who responded to the survey view climate change as their most critical stress. In alignment with this, floods and heatwaves were identified as the top shocks confronting our cities.
The results also highlight that cities are navigating a polycrisis, striving to address both long-standing and emerging inequities—whether demographic or socio-economic. These inequities are recognized as priority challenges across our network.
We hope these insights offer valuable perspectives on common challenges and regional differences, helping cities strengthen relationships within the network or guiding them in forging new ones.
