Colima’s Resilience Journey

Colima is a growing center of commerce and service industries, and has been ranked as one of the most livable cities in Mexico.

Colima’s transportation infrastructure has not kept pace with its growth, leading to longer commute times and an increasing number of cars, generating more congestion and pollution. Inadequate public transportation also affects communities’ access, and can generate further crime and poverty.

The city also faces a host of environmental challenges. In 2003, an earthquake injured hundreds of people and left 10,000 without homes. In 2015, a hurricane caused flood damage to infrastructure. A multi-level government response comprising shelters, food distribution, and emergency medical responders has helped limit the human cost of hurricanes due to the availability of early warning systems.

Further actions are necessary to strengthen the city’s civil protection in the face of growing resilience challenges.
