1. Mobilise the CRO network
CROs are our strongest asset. They carry resilience inside government, work across departments and political cycles, and connect global learning with local action. Strengthening and activating this community is central to how we help cities plan, invest and deliver. We empower a trusted community of resilience leaders, so progress in one city helps others leapfrog further.
2. Scale proven solutions
Cities across the network are already delivering practical solutions. We codify, adapt and amplify city-led approaches to support communities, especially those most at risk. Our role is to help cities design, adapt, strengthen and grow these approaches using evidence of what works elsewhere. This supports faster progress and reduces the need to start from zero.
3. Unlock finance
CROs and city teams consistently point to finance as one of the main barriers to moving from ideas to delivery. This pathway helps them build confidence and strengthen their capacity to engage funders more effectively. We help CROs and city teams develop the skills and clarity to shape credible pipelines, position their priorities with funders and create the enabling environment that makes investment possible and durable.
4. Connect cities globally
Cities learn faster and advance further when they share experiences and collaborate. We connect local practice with regional and global spaces so that cities gain visibility, shape wider agendas and attract partners who can support their work. This amplifies the impact of CROs and cities across the network.
